Oracle Discloses $2B Stake in TikTok U.S. Joint Venture

Oracle revealed its financial position in TikTok’s U.S. operations through a quarterly filing on March 11, disclosing that the majority of its $2.2 billion in non-marketable investments is tied to TikTok USDS (U.S. Data Security) Joint Venture LLC.

Oracle’s Role in the Ownership Structure

Oracle holds a 15% stake in the joint venture and has a seat on its board. Silver Lake and Abu Dhabi-based MGX each control an equivalent 15% share, while ByteDance retains just under 20% ownership of the U.S. entity. Vice President JD Vance has valued the overall business at $14 billion. Adam Presser was named CEO of TikTok USDS Joint Venture in January.

The joint venture structure follows a national security law signed by former President Joe Biden in 2024, which required ByteDance to divest TikTok’s U.S. operations or face a nationwide ban. President Donald Trump signed an executive order approving the divestment in September 2025.

Beyond its equity position, Oracle houses all of TikTok’s U.S. user data following the ownership transition. A White House memo designated Oracle as the platform’s security provider, tasked with independently monitoring and assuring the safety of all U.S. operations.

Platform Disruptions

The transition has produced operational disruptions. In January 2026, TikTok’s U.S. entity attributed content glitches and service interruptions to a power outage at one of Oracle’s data centers. 

Earlier this month, the joint venture posted on X: “An issue with an Oracle data center is impacting some parts of the TikTok U.S. user experience. Creators may temporarily experience lags in posting content while Oracle works to resolve the issue.” The company confirmed full service restoration three days later.

Oracle disclosed the investment figures in its quarterly filing for the period ended February 28, recording the stake under “non-marketable debt investments and equity securities and related instruments.”
